* Found these USE flags for app-portage/portage-utils-0.97:

+ + openmp : Build support for the OpenMP (support parallel computing),
requires >=sys-devel/gcc-4.2 built with USE="openmp"
- - qmanifest : Build qmanifest applet, this adds additional dependencies for
GPG, OpenSSL and BLAKE2B hashing
- - static : !!do not set this during bootstrap!! Causes binaries to be
statically linked instead of dynamically | Theses flags aren't activated here (cf signature).
Anyone to explain what these applets are useful at?

The simple answer is that if you don't use /usr/bin/qmanifest, then you don't need that enabled.
It's used as an alternative to verify or generate Manifest files. |

Well it's defaulted to in profile.
There must be a good reason for that...
Is there any other way to verify Manifest files?

This one just happen to have extra dependencies so it was allowed to be optional for those that want to avoid these.
