today i emerge gcc and wondering if we still need '-m32' in 64 bit gentoo?

Some people still need that, yes. It is a convenient way to build 32-bit programs, which some people may want to do for programs outside the package manager.

It's also used by the package manager on multilib profiles for creating 32-bit versions of libraries when the abi_x86_32 USE flag is set.
