Current media-gfx/openvdb-11.0.0 doesn'r build with sys-devel/llvm>15. uptream.
Please note above link is referring to not yet uodated media-gfx/openvdb-12.0.0.
Nevertheless despite it states sys-devel/llvm:15 should fit, it also states sys-devel/llvm:14 only should bring stability.
As far as gentoo portage tree is concerned sys-devel/llvm:14 has been removed 11 months ago.
So the package seems to be between a rock and a hard place.
Just hoping link hasn't been properly updated, as I can find obvious recent commits for llvm requirement update.

Indeed. Especially when they recommend GCC 11.2.1.
You should raise a bug.
Meanwhile you could try to fetch the llvm-14 ebuild from git and put it in a local overlay.
