resolv.conf issues w/ networkmanager

Networkmanager seems to be mishandling my DNS settings. When I connect to a VPN using openvpn, it updates resolv.conf with what appears to be the right DNS for the vpn, but I am unable to resolv any hostnames. When I disconnect from the VPN, I have to restart NetworkManager to get dns to be configured correctly again. I tried using resolvconf to update it manually, but that does not work either.
