Need help. Need to reinstall because I want to use green recorder ta use python2.

Looks like https://bugs.gentoo.org/921571 , the simplest workaround would be to turn off USE=tk for python2 if you don't need it, there's even talk on the bug to remove the USE entirely (only for python2) rather than fix it in order to reduce the maintenance burden for a unsupported (upstream) python version.

Otherwise, the bug has a patch attached.

Ideally it's really time to let go of python2 and find alternatives for whatever you need it for. Sooner or later it'll be dropped from Gentoo.
