Hey guise, sorry to bother you. This time my head doesn't quite want to wrap around the problem and I'm getting tired.
Since recently, some programs like elogv, mc, minicom, ncdu, pstree and idk what else, print some sort of line noise where it should've printed box drawing characters.
The problem goes away when LC_CTYPE does not include a ".utf8" suffix.
Programs in tmux are always affected when tmux itself was started with a LANG or LC_CTYPE that has the ".utf8" suffix.

I tried upgrading and downgrading sys-libs/ncurses but to no avail. This is not using any X11 or wayland. Plain tty1 though 6.

Does anyone else have this problem? I've used eselect locale to change to a non-UTF8 locale and that oughta keep me going until the lack of unicode starts to bother me.

Good call.

I had unicode="NO" in /etc/rc.conf

That could be it. Thank you sir.
