looking for p2p protocol advice

I'm looking for a p2p protocol where it's possible to...

1. have a centralized hub ( where I can allow access to only a certain ip ranges )
2. have nodes start sharing the file before download is completed. (Like bittorrent)
3. have clients for both linux & windows
4. have search capabilities
5. have partial downloading (segmented downloading)

Does this exist? Do you know of any project that would be easy to customize to fit my wishlist?

that's similar to direct connect I think? remember even if an app doesn't let you block people based on their IP you can always get the kernel to do it

direct connect does support all those except starting share of file while the file is being downloaded...
