the ~ represents the users home directory
so ~/ would be the root of the users home directory |

Since, as root, ~ represents /root the above is not technically correct.
To answer the OP, ~/ simply refers to your home directory, which is (as TheCoop points out) usually /home/<username> - it is where all your application preferences and all your other files are stored.
It is basically a useful shortcut, since you often need to refer to things in your home directory whilst at a different directory location. _________________ Want Free games?
