How come gstreamer is so out of date in portage? Are there any ebuilds available for 0.7.3?

It's probably out of date because no one is actively watching it. You should file a bug at https://bugs.gentoo.org and request a 'version bump to <latest version here>' for it and it will be assigned appropriately.

There are a lot of packages in portage so sometimes devs don't notice when a new version comes out for something.

There are some 0.7.x ebuilds here:
https://bugs.gentoo.org/show_bug.cgi?id=33363

They say however that gstreamer 0.7 won't be put into portage since it's a highly unstable developmental release at the moment.
