In vsftpd.conf i typed nopriv_user=nobody, but it still run as root.
May be it is because my home ftp dir located in /mnt/ftp ?

Aslo i can't now get it to work, ive changed pesmissions of /mnt/ftp:
total 24
8 drwx------ 2 root root 4096 Jan 27 22:17 lost+found
8 dr-xr-xr-x 7 root root 4096 Jan 20 19:36 pub
8 drwx------ 2 root root 4096 Jan 16 20:34 upload

and when i someon trying to open my ftp, he got an error 550, that it failed to change directory.

Who can help with setting proccess owner and changing dir permissions?

Doesn't it need to run as root in order to have access to ports < 1024?

Once it's bound to a port < 1024 it can drop root privs and run as an ordinary user
