i want to optimize the default settings of my 1.4 installation.
which settings are best for pentium 4 /gentoo 1.4 /kde...?

If you're asking about CFLAGS, go to CFLAGS Central. For some GCC 3.2 discussion, although it's mostly upgrade-related, see the GCC 3.2 thread. If nothing in there answers your question, feel free to ask it there, but we're trying to consolidate questions like this.
