using netscape cck for customization of linux client

Hello,
I've been trying to use the Netscape Client Customization Kit to make a custom client for my school's network. Sadly, I must use windows to create it, but I've run into a few problems. I installed Cygwin and added the directory to the PATH variable like the documentation asks but it still does not show up as an option in the operating system drop down menu. Has anyone dealt with this before?
