i am using gnome as my DE but
i want to use fluxbox as my window manager

can i do this?

i have emerged both
but it seems that i only use one or the other?

in fedora, i can set up gnome to use a different wm, but
i cannot find out to do it in gentoo/gnome..

Is it not possible to configure Gnome in Gentoo the same way that you configured it in Fedora? If not, perhaps you can dig into Fedora, find out which configuration files get updated when you change your window manager, and then make those same changes to the relevant Gentoo configuration files. This will require some homework, but it shouldn't be too hard.

By the way, it is possible to change the subject of your post even after you've posted it. meowsqueak gave good advice, so you might want to consider doing that.
