As root, I can add engines to the search bar in Firefox, and they appear for all users. However, shouldn't I be able to add engines as a non-root user so that they appear for just that user?

This will also help next time Mozilla re-name the browser so that I don't have to re-add them again.

Since this is such a popular problem I added my bottom post about setting the search engines and plug-in permissions for firefox-bin as well to this post

I had this problem and i just figured it out. You just need to set permissions to the 'searchplugins' folder. Assuming your are using the firefox from the emerge build and that you don't care which users write to it. It also seems that the plugins directory is also like this, which seems silly... but just incase you can go ahead and

For mozilla-firefox source
Code:

su
chmod o+rw /usr/lib/MozillaFirefox/searchplugins
chmod o+rw /usr/lib/nsbrowser/plugins


For mozilla-firefox-bin
Code:

su
chmod o+rw /opt/firefox/searchplugins
chmod o+rw /opt/firefox/plugins


Make sure you get the gentoo forum search plugin... its awesome!

Does anyone know why this hasn't been resolved in the latest releases from Mozilla? *note it's the same for the firefox-bin. Is this a security issue to change user permissions to allow it to add search engines? The windows release allows for this, so this seems like it would be the one time you would want to follow the windows implementation.

Should I open up a bug report?

If you emerged the mozilla-firefox-bin then there are different locations for the permissions
