What I'm looking for is a software that streams the current playing audio. I'm not talking about a specific plugin for xmms or something like that... what I need is a software that reads from the sound device compresses it and writes that to a port so that for example xmms could read from it on another computer.

Have you heard about Icecast?

From their FAQ:
Quote:

What is Icecast?
Icecast, the project, is a collection of programs and libraries for streaming audio over the Internet. This includes:
- icecast, a program that streams audio data to listeners
- libshout, a library for communicating with Icecast servers
- IceS, a program that sends audio data to Icecast servers
