was this left out of the install man, or is it right?

when you're doing system tools it says to do these 3:

# emerge syslog-ng
# rc-update add syslog-ng default

then

# emerge vixie-cron
# rc-update add vixie-cron default

and finally

# emerge reiserfsprogs

but it doesn't say rc-update add reiserfsprogs default. is that correct? or are you supposed to do the rc-update and it's just left out of the manual by mistake?

No, nothing was left out. Reiserfsprogs are just file system utilities, there is no associated service with it like there is with cron or syslog.
