emerge arts goes into wrong /usr/kde/3.1

I have kde 3.2 installed, and working until I came across the alsa problem discussed elsewhere.

During my time trying to resolve the issue I am unable to emerge arts to the correct kde directory Instead og being installed into 3.2 it gets installed into 3.1.

Where do I look to resolve this please?

look into /etc/env.d/???kdedirs. try to emerge kde-env or kdeenv, this should fix this (of course, make sure that the correct version of kde-env gets installed!)
