linux-kernel inconsistent with linux-headers

The default gentoo-sources kernel is 2.4.22-gentoo-r7, but the linux-headers, by default, is for 2.4.21. Furthermore, headers for 2.4.22 are "masked".

Why is this the case?

It's quite often the case that the headers will be behind the kernel source.....i'm using a 2.6 kernel with 2.4 headers.

The headers are kind of lowest common denominator. Everything built against 2.4.21 headers will wokr on later kernels, but it may not be true the other way around.
