jabberd and creating users

I've got the server up and running, but I'm having problems creating users accounts that work. As far as I can tell I create accounts via any of the usual scripts and drop them in /var/spool/jabber/$host/$user.xml

This seems to work somewhat, at least I'm not seeing errors about not being to find the user file in the error logs now. I'm still get authorizations errors and nothing interesting in the logs.

Is there a nice how-to that steps you through the user creation process. All the jabber docs I've seen so far are pretty content free and useless.
