I have a mobility radeon 9200 (M9+); I use the ati fglrx driver, which works fine. However, I have a problem about the tv-out. When I connect my tv, I just see "noise" on the tv.
I tried to upgrade my driver from 3.2.8 to the latest 3.7.6-r1, but the problem is the same. The tv out connector is not absolutely dead, because changing desktop background makes the tv show a little different noise (so, some sort of signal goes to the tv).
I tried using the ati control panel to change every possible format, with no results. I think it can be a refresh problem, but I didn't find how to change the tv out refresh rate.
If some additional infos about my system are needed just ask me (of course....

I don't know about you video card, but if you just want to watch movies on TV try the mplayer vesa driver. It works from the console (only as root).
mplayer -vo vesa
