I finally found this on a list I belong too...

The root bug was makedev putting wrong permissions on /dev/tty. See bug http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=245718 if you like. But the short version is to update makedev, and maybe have it re-make the relevant device nodes.
