Don't know if the 2.4 series has the preemtible kernel patches. If not - well, not much you can do (except maybe trying to enable DMA for disk I/O if it isn't already). Fedora uses Red Hat kernels, and those contain a godawful number of less documented patches from Red Hat...
The 2.6 series has the preemptible kernel option (at least the Gentoo kernels do :D). You could try to upgrade (search for threads, but it's currently easy as a pie).

Um, OSS is deprecated in the 2.6 series. Use the ALSA module and, if you really need OSS compatibility, use ALSA's OSS emulation. It's actually faster than OSS, too.
