IP?

disconnection? I am using a router to lock down the IP which means my server is already assigned a private IP by DHCP. Can I still do the DNS stuff? I don't need to pay anything for doing that right? Or I still need to pay something for the domain name to a certain network company?

I'm not quite sure what your asking but would something like this help? It's free and seems to work well for giving a static host name to your dynamic IP address.

I maybe wrong but as far as I know it's not possible to run a dns server from a dynamic IP address, I think dns servers have to be registered as such and changes to their addresses can take as much as 48 hours to register on the Internet.

The problem is that for computers to speak to your dns server they have to be able to find it, and they won't be able to if it keeps changing it's address.

This is true for a primary DNS but you can run a secondary DNS and use a company like Gradwell, which allows dynamic updates of there primary DNS.
In Gradwells case there primary does a zone transfers (if required) every thirty minutes and the new zone data is propagated to there primary DNSs in about 10 seconds.

No matter how often the primary does a zone transfer, the information will still be cached into DNS servers until their DNS refreshes/expires the entries, so this will add to the "24-48 hour period" propagation time.
