dat/time keeps screwing itself over!

For some reason my time keeps ithcing off by an hour or two everyday, totally screwing with my system.

I'm wondering if their are any pakcages that don't sync themselves, isntead that I give a command to, to update the time.

Since I'm on dial up it's tough to update stuff dynamically on system start up.
