I am setting up a dhcp server for my internal network, and I have some questions for some setup things I can't find out how to do.
1) For the domain-name-servers field, I want to use what is in /etc/resolve.conf, and not have to manually type this in since this gets set when the other NIC gets dhcpc from ISP.
2) I see where you can assign an IP address based on a MAC address, but is there a way to have each MAC address assigned a ip address statically by itself, like my netgear router does.

Which DHCP server software are you using? They're all different!!!
I use dnsmasq as it's a very very tiny DNS+DHCP server that works perfectly for a small LAN
