how often does the newest portage snapshot get updated

the current version is 4.4, and i just ran an:

emerge sync

XFree 4.4 has a problematic license and will not get into portage in the near future (most other distributions handle it the same way). See the various threads on this subject. You're probably interested in xorg-x11, a fork of the last GPL-XFree. There are instructions on how to install it on gentoo.org.
