lICQ + OSD = where are you?

This may sound stupid, but for some reason I can't get the OSD plugin for lICQ to work. I tried for a long time, but the fscker just doesn't appear in my plugin menu do I compile it wrong? Why is it that nobody ever created a ebuild? Can somebody write me a small How-To setup OSD or can somebody just write an ebuild?
It must work... but how?
