Hi,
A few kernel versions ago I could lower my CPU freq down to 375 MHz using Speedfreq. I think I was using mm-sources or sources based on mm at that time. I stopped because they were too unstable. Before and after I'm only able to lower the freq to 1200 MHz.
This is my cpu:
