Already tried different nmap versions, the network is not firewalled and running nmap as root from the 192.168.1.8 Debian-Box works without problems. Why not on Gentoo? :(

Works fine here, it is not a Gentoo issue. Try other scans -sS is default for root and -sT is used for non-root.

I know the difference between these both, but -sS and -sT both don't work as root - in Debian they do :!:

Re-emerge it perhaps, it works fine on my comp and i can't see why it should not work.

Use a packet sniffer to check.

This seems to be a duplicate of nmap strange behaviour when using as root.
The difference isn't -sS vs. -sT but the detection if the host is up before (see my post in the other thread).
