You do not have 3d drivers

emerge ati-drivers

this installs ATI proprietary drivers.

then run /opt/ati/bin/fglrxconfig as root, rename the /etc/X11/XF86Config-4 to /etc/X11/xorg.conf, run opengl-update ati and run startx. If you get "No device found" edit xorg.conf and comment out the line with BusID.

Un-comment the "Load GLX" and "Load DRI" lines in your /etc/X11/xorg.conf file

Post your xorg.conf (without the commented lines). Also check wether the symlink /usr/src/linux is pointing to the current kernel sources.
You may want to see https://forums.gentoo.org/viewtopic.php?t=105524 if you have a 2.6.x kernel.
