If one does an emerge portage, the make.globals and make.conf files are downloaded, but they have the old rsync address in them. This should be changed to the new address?

Yup -- the old rsync server was shut off in a hurry, so I imagine they may have overlooked this part. I'd give them until tomorrow AM (after tonight's portage snapshot is built) and, if the problem still exists, file a bug on it. (after making sure no one else has already filed it.  )
