There was one called Plex86 I think, but development halted due to lack of funding I think - also there is a program called Bochs which might also apply.
I haven't tried either of them though, so don't kill me. |

QEMU
really nice prog, also good working. there´s a howto on the forums (or maybe on the wiki) for setting up qemu with win98, /me thinks you can use that for freebsd too. |

Bochs is a whole x86 processor implemented in c++, which is slow but makes it portable and a very isolated environment. |
