Emerging masked packages?

I don't understande why are the splashutils masked wih ~keyword? I think from the config of new 2.6.8-gentoo-r3 kernel that the gensplash is now part of a standard Gentoo patchset, but why are splashutils then still masked?

Is it ok to emerge it with ACCEPT-KEYWORD="~x86" option?
