Problem with quote button

For some odd reason my quote button on my keyboard is malfunctioning. Instead of a straight single apostrophe it is angled and in any programming yields and error. I have noticed that when I press the button there is a delay until the character comes to screen. In that time, if I press certain characters like a, and e they become accented. Once I realized that I thought that I have the wrong language set. I have English of the US. I do however have Hebrew as a secondary keyboard layout. The problem remains after removing the Hebrew layout. This problem doesnt happen if root runs X or if my user isnt running X. This is really setting me back in regard to programming and request assistance. Thank you in advance.
