Have you checked bugs.gentoo.org to see if a bug report has been filed yet?

What type of CPU do you have ?
Code:
# cat /proc/cpuinfo

Are you using the correct stage tarball for this CPU, and the correct settings in /etc/make.conf ?

I'm also experiencing the same problem after getting my
pentium3-stage4 build going...
Did an emerge sync and then 'emerge portage' right after and
the same error resulted. I would say it's either a bug or
portage needs to be cleaned out and then re-emerged, which I might
try in a short while here.

[EDIT]Fixed problem by copying over the /usr/include/sys/ directory
from a stage3... I was using a stage4 and apparently that dir didn't
get copied over (never had the problem before tho..odd).[/EDIT]
