I'm installing both of windows and Gentoo Linux on my machine.
The internet speed 'download speed' on windows is very faster than it on linux, please any one try to help me.

How are you testing it?
If you've chosen bad mirrors for portage (or haven't chosen mirrors at all), then package downloads will be slow... |

mirrorselect -a -s4 -o
|
And it will (after a while) suggest a line: GENTOO_MIRRORS="...".
Add that line to /etc/make.conf. |

Try doing 'mirrorselect -i' instead, and choosing some mirrors that are geographically close to you. Again the results should go in /etc/make.conf. |
