emerged application config placement?

I know this is going to sound weird to non-BSD users, but I'd really like to figure out how to get portage to install various applications' configs to /usr/local/etc instead of /etc.

The reasoning is mostly idealogical. IE, /etc is for base system/kernel configs, and /usr/local/etc/ is for everything else's configs. Part of it is because all the configs are very different, and by the time I get all the stuff I need installed, its not readily apparent which configs are system configs, and which ones are some third-party package's configs.

At any rate, I'd just plain feel better. Yea.
