I attempted to emerge samba but i get an error when it gets to checking test progam...failed; configure: error:

Your post is a little too short for me, it doesn't give much information and the link doesn't work. Nevertheless, I'll try to give some answers & directions.

First, connecting to a Windows 2003 server is impossible unless its administrator specifically has taken certain measures. For example, file sharing for anonymous users is almost certainly disabled. Logging in to this server depends on how it's configured: as a domain controller or a standalone server. The same applies to printer sharing. So get more info about the server first.

Where exactly
Code:
emerge samba
fails you don't clearly describe, so I cannot help you there.

Code:
checking test progam...failed
 configure: error:

thats where it fails it doesn't give much more info than that.

the server is mine so i can configure it how i wish. it is a domain controler, dns server, print server, web server using iss6. and yes i disable file sharing for anonymous users. no samba was not compiled into the server. yeah sorry bout the link my mac at home is off and i haven't posted that to my website. (thats for my gentoo box at home though)

So you'll have to login from a Linux box to a Windows domain as an Active Directory (AD) user...

AFAIK it's not an easy subject although it can be done of course. I have given up trying since it's not that important for me. BTW, I just noted that another user is having similar problems https://forums.gentoo.org/viewtopic.php?t=230271, maybe the 2 of you can get together. Anyway I'm sorry I 'm not able to help you out.
