Program to monitor file access

Is there a programm that can monitor system/device file accesses and log the file name along with access time and the accessing application into a file ?

http://www.sysinternals.com/linux/utilities/filemon.shtml if you're running 2.4, the site mentions Intel's VTune, which is $699,-, but there's an evaluation version. Other than that, I can only think of strace for single programs...
