A few days ago emerge -uD world upgraded gettext 0.12 to 0.14, but today it wants to downgrade back to 0.12-r2. Whys that?

Nor do I.
Anyways, gettext 0.14 is hard masked, and for good reason. Direct from /usr/portage/profiles/package.mask:
