otherwise, apache2 complains about permission problems (403)

and you don't want that... is that it? Probably you configured apache to handle php files like cgis.

I'm configuring an Apache2 for the first time. From memory, I don't remember ever had to set *.php the execution bit on those files. So maybe Apache is handling the files like cgis, I have no clue. There's nothing in the .conf about that (at least I don't think there is).
