i can't seem to find vpython (visual python) in the portage, so i'm assuming it is not available via gentoo. if so, is there any particular reason why it is not part of the portage?

Because no developer has adopted it yet. You can find an ebuild here: https://bugs.gentoo.org/show_bug.cgi?id=63173
