...where the hell is the rc.xml and menu.xml after emerging openbox?

they belong in:

~/.config/openbox

i do not remember if they are there by default or if they need to be created.

the install does install default ones.

qpkg -l openbox will give you a listing of all files the package installed.

There should be defautl ones you can start with in /etc/xdg/openbox
