Sound events in kde (3.3.1) not working

First, to clear up the obvious. Yes, alsa works, I can run play from sox, or aplay from alsa, and have audio. There is no low level issue with sound. I had held off emerging kde until the 3.3.1 release became ready because I did not wish to emerge kde twice, so while it's a fairly recent install, I only tried kde as of today.

I tried kde with arts. I used autodetect, and tried manual selection, of alsa, and of the oss choices. Yet, I could get no sound out of arts through kde. I went to the control center and selected audio files for events from sound & multimedia, and I tried playing them directly, at full volume. They did not play. The mixer shows normal settings. Again, during this time, I could play sound through things that touched alsa and/or oss directly, it was just that arts would not play events. If I left arts at it's default of holding the device for 60's until idle, it certainly did this, and if I set it to 1 sec, I could get oss or alsa stuff to play after arts idle'd. But again arts made no noise...

Finally I unmerged arts, and tried using an external player. I choose the sox player since it can handle ogg. Again, no sound events would play, even when attempted directly from the control center.

Is it broke? Why wont kde play sound events?

Here's what you can try to get arts to work properly.

Open up ~/.kde/share/config/knotifyrc and look to see if you have the following:

The times that I had problems with arts not working, Arts Init was set to false as well as Use Arts. Set them to true and retry.

I brought arts back. But I still get no event sounds from it. This is what my knotifyrc now has:
