Why doesn't emerge see my current kdebase install?

What is NS? Will kde be updated? Or will something strange happen?

It does see your old kde, but for some reason wants to install it along side the old one. If you look under you will find: Code: | N = new, (not yet installed)
S = new, Slot installation (side-by-side versions) |
To get around that I would just do if you want it to update your old one. This will also update all dependencies, which is usually a good thing. _________________ Command-line ACCEPT_KEYWORDS is considered harmful, use the package.* files.

The above command wouldn't have a significantly different effect. It would still install the new KDE without removing the older one. To get rid of the old version after installing the new one, try emerge -C ~kde{libs,base,...}-3.2.0 (where 3.2.0 is the version of your current KDE installation) |
