This come as surprise to me after I succesfully intalled KDE and worked for several hours. Couple of hours later I started KDE at home, it worked at snail speed... I lost hours searching what causes it, when I stop eth0 eveything went back to normal.

I also have another gentoo installation but missing network connection does not affect speed of KDE. So...

What am I doing wrong this time and why is KDE so slow until I am on network or disable nic?

How can I resolve this and make KDE not affected by missing connection on my nic?

I had the same problem with my KDE being very slow if there was no network connection, it was suggested I try to config a static IP, works like a charm. Don't know if configuring a static IP is an option for you, but it helped me.
I am trying to find the post where it was written what the problem was, but it had something to do with dcop, if you don't have an IP then DCOP has no address to talk to.

i think kde expects that your /etc/hosts file has your machine pointing to localhost
This is what mine looks like:
