ut2003 game speed is way too fast!

Ok, so here's the scenario:
i install ut2003, get it running. I set up video, and player options, then begin a practice session. here's the problem. my game speed is incredibly fast. Probably about 200% as fast as it should be. I know it isn't the game setting, because under game preferences i've got game speed turned down to 50%. I've tried looking for a fix on the forums and i've come across a few hints as to what it should be, but no direct fix.

It seems to mention "speedfreq" as the cause of the problem, but i am unsure how to fix this.
