Packages are masked for a number of reasons. Sometimes the developers haven't fully tested an ebuild, sometimes newer packages break older dependancies. It's typically noted why in the package.mask file.
To unmask, comment out the package in /usr/portage/profiles/package.mask. (I think that's the correct path, I'm at work on my Win2k box). |

There are other reasons that a package may be masked. masked packages - where and why? describes one of them. There's also keeping changes to packages.mask which may help you as it describes the process pretty well.
If you search for "package and mask and unmask" you will find a good number of other threads on the subject.
