I'm severly limited by the size of my hard drive and it seems I'm finding files I would delete but I'm not sure.

portage-2.0.45-r2 ebuild

and 3 others with less recent numbers, can I safely delete the older ones?

What about Reiserfsprogs if I'm not using Reiser?

Is preventing this kind of overpopulation the reason why the -flags should have been set as uses?

I don't think removing ebuilds is going to do you any good. They'll just get put back next time you emerge rsync.

You might want to look in /usr/portage/distfiles/ however, as it's where the source tarballs are cached / stored for installs. If you delete stuff there, it will automatically get another copy if you need it to install something again, otherwise, free space.

As usual, as this advice involves the 'rm' command, there are no warranties, express or implied.

In addition to Curious' comments about rsync, ebuilds are tiny minnows. Go after big fish. The "du" command can be your friend in finding big hogs of space. Old log files can be good candidates, and old unpacked kernel source trees (with object files in them) are huge too. "make clean" in /usr/src/linux could free up a fair bit of space if you're happy with your kernel.
