BIND will not bind to port 53 (SOLVED)

I have installed bind but my port 53 is still closed when scanned. My named server is not binding to the port, does anyone know whats going on or what I could be doing wrong. I tried running it in both a normal and chrooted environment but niether works. The server starts up and everything seems to work fine except for this.

What is your listen-on directive set to in /etc/bind/named.conf?
